IPEM Statement on IHEEM's Authorising Engineers Initiative

The Institute of Physics and Engineering in Medicine (IPEM) recognises the essential role that Clinical Engineering plays in the delivery of safe, effective, and innovative healthcare services.

IPEM further acknowledges the importance of robust governance and safety frameworks within healthcare engineering and estates services. In this context, IPEM recognises the intent and relevance of the Institute of Healthcare Engineering and Estate Management (IHEEM) Authorising Engineers (AE) initiative, particularly within estates and facilities management. However, IPEM maintains that Clinical Engineering is fundamentally a clinical and scientific discipline, closely aligned with the principles and governance of Healthcare Science and Medical Physics. While AEs are well-established in estates-related disciplines such as electrical or ventilation systems, IPEM questions the applicability and benefit of this model to Clinical Engineering, particularly those who work within certified quality management systems and sit within a Healthcare Science led service.

Following a detailed review, IPEM does not currently endorse the extension of the AE model into healthcare science domains, specifically those involving Clinical Engineering. Assurance for this discipline is better achieved by mandating and strengthening existing mechanisms such as quality management systems, regulatory compliance, and professional oversight, which are already established across both Clinical Engineering services and their host divisions.

IPEM remains committed to advancing safe, effective, and evidence-based clinical engineering practices. We would welcome continued dialogue with IHEEM and other stakeholders to explore collaborative opportunities and ensure that any future frameworks are appropriately aligned with the standards, needs, and professional structures of the healthcare science community.
