Update on the Register of Clinical Technologists (RCT) and Professional Standards Authority (PSA) Review

IPEM is continuing its work to support consideration of statutory regulation for Clinical Technologists, following recent discussions with the Professional Standards Authority (PSA).

The PSA has confirmed that the issues raised by IPEM and other stakeholders will be considered as part of a six-week ‘share your experience’ consultation, providing an opportunity for wider stakeholder engagement and evidence submission. As part of this process, the PSA will review the Register of Clinical Technologists (RCT) against all nine PSA Standards.

The PSA is interested in hearing about experiences relating to the RCT that may affect its ability to meet those Standards. A key focus will be Standard 1, which considers public interest, including whether risks arising from practice are appropriately managed through the current accredited voluntary register model.
IPEM’s submission to the consultation is supported by a detailed evidence dossier and argues that the scope, complexity and autonomy of Clinical Technologist practice have evolved significantly, while the current regulatory framework has not kept pace. The evidence to be submitted highlights concerns that voluntary arrangements no longer provide sufficiently consistent or enforceable public protection proportionate to the risks associated with contemporary Clinical Technologist practice.

The PSA has advised that the strength of the case will depend on the quality and relevance of evidence provided, particularly where there are concerns about risks that may not be fully mitigated through current voluntary registration arrangements.

IPEMs submission to this consultation will therefore focus on:

  •  The benefits of regulation in supporting public protection
  •  Risks and current mitigations
  •  Areas where existing voluntary arrangements may be insufficient
  •  Relevant concerns relating to misleading claims or representations, particularly as healthcare delivery models evolve

IPEM is engaging with a range of professional bodies, stakeholder organisations and clinical communities to support informed contributions to the consultation process.
